Kabinet Sabah akan dibarisi muka baru

KOTA KINABALU: Ketua Menteri Datuk Seri Musa Aman berkata, Kabinet baharu kerajaan negeri akan dibentuk dalam dua atau tiga hari lagi. 

Beliau tidak menolak kemungkinan bahawa Kabinet baharu itu akan dibarisi oleh beberapa muka baharu. 

Musa yang juga pengerusi Barisan Nasional (BN) negeri mengangkat sumpah sebagai Ketua Menteri Sabah di hadapan Yang di-Pertua Negeri Tun Juhar Mahiruddin di Istana Negeri, di sini, pada jam 5.10 petang kelmarin. 

Sambil mengulangi penghargaan kepada rakyat Sabah kerana masih memberi kepercayaan BN untuk menerajui pucuk pemerintahan negeri, beliau menyifatkan kemenangan itu sebagai kemenangan bersama rakyat dan juga jentera parti untuk memastikan kejayaan yang berprestasi baik. 

“Saya juga berjanji akan menggalas tanggungjawab sebagai ketua menteri dengan bekerja dengan lebih kuat bagi memastikan lebih banyak kehendak rakyat dapat direalisasikan dan lebih banyak pembangunan dapat dilaksanakan,” katanya. 

Beliau berkata demikian pada sidang akhbar di kediaman rasmi Ketua Menteri Sri Gaya, di sini, kelmarin. 

Musa yakin percaya juga optimis bahawa kerjasama yang terjalin dengan kerajaan Pusat di bawah pimpinan Perdana Menteri, Datuk Seri Najib Tun Razak akan kekal terjalin, meskipun berlaku beberapa kejutan pada keputusan Pilihan Raya Umum ke-13 (PRU13). 

“Selama ini kita memang mempunyai hubungan baik dengan kerajaan pusat dan kita sering berjumpa, berbincang dengan perdana menteri yang saya anggap seorang yang sentiasa mendengar dan prihatin terhadap rakyat Sabah,” katanya. 

Beliau yang mengekalkan kemenangan di Dewan Undangan Negeri (DUN) Sungai Sibuga dengan majoriti 11,569 undi percaya kejayaan BN membentuk kerajaan dengan majoriti lebih dua pertiga pada PRU13 membuktikan Sabah masih menjadi simpanan tetap BN. 

Mengulas mengenai kegagalan beberapa calon BN di beberapa kawasan yang majoriti penduduk Cina dan Kadazandusun, Musa berkata, pihaknya akan mengkaji mengapa perkara itu boleh berlaku agar dapat diperbaiki pada pilihan raya akan datang. 

BN memenangi 48 daripada 60 kerusi Dewan Undangan Negeri (DUN) dan 22 daripada 25 kerusi Parlimen, pada PRU13. 

Bagaimanapun, BN Sabah kali ini kehilangan 12 kerusi DUN berbanding tiga pada pilihan raya 2008.

Kota Kinabalu: Sabah business and Chinese community leaders have called for continued support for the Barisan Nasional so that it will continue to govern the country. 

The Federation of Sabah Manufacturers says the business community in the state should be grateful to the BN government for bringing about progress, business activities and the state’s economic growth. 

Its president Datuk Wong Khen Thau says the Sabah business community had benefited from the healthy federal-state relationship, without which, there can be no progress and development to Sabah. 

The FSM, he says, wishes to commend Prime Minister Datuk Seri Najib Tun Razak for his foresight in coming up with various initiatives and programmes to assist the people including the business communities in Malaysia. 

“Of course there is still much to be done in terms of creating more conducive environment for businesses in Sabah but I believe the government is heading in the right direction,” he says. 

And, Wong also thanked the federal government under the leadership of Najib for setting up ESSCOM (Eastern Sabah ecurity Command) and the deployment of more security personnel following the armed intrusion in Lahad Datu recently. 

He says this reflects the sincere concern of the Prime Minister for the Sabah business community as well as the rakyat. 

“The Sabah business community is grateful that a sense of normalcy had been restored very quickly following the intrusion,” he says. 

Wong added that FSM also endorses the leadership of Chief Minister, Datuk Seri Musa Haji Aman for his great foresight and dynamic leadership that had benefited the Sabah business community and hope this business-friendliness will exist at all times for the sake of the state’s progress and development. 

“FSM and other Sabah trade chambers and associations are thankful that the government have been sensitive to the plight of its members, and had extended cooperation whenever needed,” he says. 

He also said the state government supports measures to reduce the cost of doing business in Sabah, including highlighting the adverse effects of the infamous Cabotage policy to federal leaders. 

The BN, he said says, has maintained a close relationship and cooperation with the private sectors – a factor that matters most to the business communities. 

According to him, the government under the leadership of Musa had consistently supported the biennial Sabah International Expo (SIE), reflecting the Chief Minister’s wish to see Sabah businesses and products receive exposure and flourish. 

“On behalf of the landowners and members, we once again express our gratitude to the state government for the approval of their land lease extension. 

“The landowners can finally breathe a sigh of relief with the recent approval of the lease extension and have been able to get on with their business plans,” Wong added. 

The Sabah branch head of the Malaysian International Chamber of Commerce and Industry (MICCI) Datuk A. Arulpragasam says the Prime Minister has done much in terms of his Economic Transformation and Government Transformation Programmes to increase the country’s capacity building in various economic sectors as well as in the administration of the government. 

“MICCI believes the BN is on the right track in terms of paving the way for opportunities in business and for more investments to come into the country. 

“All this while, the government has created a politically and socially stable environment for the economy to develop and enable businesses the opportunity to grow in tandem,” he said. 

He said MICCI also welcomed the quick action taken by the Prime Minister in setting up of ESSCOM headed by Musa who is also the State Security Committee chairman. 

“This has brought back the confidence of the tourism industry as well as business investors. We also pay tribute to our security forces and the civil administration in the handling of the security situation,” he said. 

Arulpragasam also acknowledged that the Sabah government’s coffers had never been so healthy and that the state’s performance is something the business world can look up to. 

“MICCI has a very good working relationship with the state government under the leadership of Datuk Seri Musa, who has been most supportive in all our business activities. 

“And, the assistance and advice given by the state and the Chief Minister to SIE had been tremendous, enabling the SIE to grow in structure with over 20 countries taking part in the Expo,“ he said. 

He also said the Chief Minister was instrumental in pushing for the International Convention Centre to be built soon in order to raise SIE to the next level and enable MICE activities to flourish in the state. 

“MICCI believes that there is no need to rock the boat. It has been sailing fine, overcoming even stormy weather,” he said. 

The Federation of Chinese Associations of Sabah (FCAS) acting president, Datuk TC Goh said they are solidly behind the BN under the leadership of Najib and Musa. 

“We are looking forward to the continued service of Najib as Prime Minister and see his transformation programmes come to fruition so that Malaysia can move forward and achieve greater success,” he says. 

He praised the Prime Minister for acting swiftly in dealing with the intrusion in Lahad Datu recently. 

“We are fortunate to have a government under Najib who acted quickly and managed to bring the situation under control and ensuring our security and the country’s sovereignty remain guarded,” he said. 

Goh also said the Sabah Chief Minister has done a great job in managing the state as reflected in the state’s much-improved finances as well as the ongoing vibrant economic and infrastructure developments in the state. 

“It is only appropriate that on behalf of the Chinese community in Sabah I thank the BN government, under the dynamic leadership of Musa for continuously supporting us, especially in the aspects of education, culture, sports and religious developments. 

“Last year the state government gave RM37 million in assistance to Chinese schools, temples and associations. It was the largest allocation given to date,’ he said. 

He added that Musa understands the needs of the Chinese community and the annual allocation amounting to millions of ringgit has proven the Sabah government’s commitment to assist the Chinese community. 

Goh who is also president of the Federation of Hokkien Associations of Sabah and Labuan FT also said the Royal Commission of Inquiry (RCI) on illegal immigrants in Sabah has demonstrated the determination and commitment of the BN Government to correct whatever flaws that existed in the system. 

“Hence, I am urging the people to continue supporting the BN government in the coming general election”. 

Kota Kinabalu Chinese Chamber of Commerce and Industry (KKCCCI) president Michael Lui Yen Sang foresees the state continuing to progress under the BN. 

He says Sabah’s financial position is stronger than ever with strong state reserves. 

“Last year’s figures are proof of foreign interest in the state. The RM10 billion mark in foreign investments achieved by Sabah in the first quarter of last year alone proved that the state is on the right track,” he said. 

He also said it was the highest in the country at the time and the significant growth is a clear indication of the strength of the state’s administration and socioeconomic development. 

And Michael attributes his confidence in BN to the leadership quality of Najib and Musa. 

“Najib is very focused in terms of policies and initiatives as well as on which direction needs to be taken to take Malaysia to greater heights. 

“And, Musa understands the needs of the business community here. Afterall he has entrepreneurial skills since he was a businessman before,” he adds. 

The KKCCCI, he says welcomes the double-digit drop in poverty because the great decrease in poverty rate means more people have money to spend which is good for business and the state’s economy in general. 

The chamber, he assures, will continue to play its role accordingly and support every initiative made by the government. 

Kadazandusun Chamber of Commerce and Industry (KCCI) president Bonipasius Bianis says they acknowledged and fully support the leadership of Najib and Musa to spearhead the country and state towards realising Vision 2020. 

“KCCI is privileged and grateful to have the full support of Najib and Musa. The Prime Minister wants to see the Kadazandusun Murut prosper and excel in their business endeavour through the Economic Transformation Programme,” he says. 

Bonipasius adds that at the state level, Musa has brought positive changes in terms of economic development and improving the people’s welfare. 

The Chief Minister, he says has been quick to adopt and make changes in the state’s administration in line with the Economic Transformation Programme introduced by the federal government. 

He also says that credit must go to the implementation of the poverty eradication programmes and projects meant to improve the income and well-being of the people. 

“The drastic drop in poverty rate shows the effectiveness of these programmes, which had enabled those who previously did not have the means to now being able to afford essential items for their families,” he says. 

He adds that as a result, many among the KDM businessmen have benefited directly or indirectly from these programmes. 

“This is what we are looking for in a leader and I believe this is what the business community wants to see. A well-planned, well-coordinated and successful implementation of programmes on the ground,” he points out. 

The BN government is good for business and Sabah’s economy is set for a more robust performance under the leadership of the Prime Minister and Chief Minister. 

The president of the Sabah Malay Chamber of Commerce (DPMM) Datuk Awang Buthamam Ag Mahmun said the transformation programmes introduced by the Prime Minister has shown results in lifting the standard of living of the people of Malaysia. 

He also says the implementation of the Economic Transformation Programme will spearhead economic development in the country, including Sabah. 

“It will pave the way for more opportunities for Bumiputera businesses and allow greater participation in the mainstream economy,” he says. 

He also says Najib has been very attentive to Sabah’s development needs – channeling billions of ringgit to improve Sabah’s infrastructure and programmes to uplift the people’s well-being. 

“The Bantuan Rakyat 1Malaysia, Kedai Rakyat 1Malaysia, Klinik Rakyat 1Malaysia and other initiatives will certainly assist the people especially with the rising cost of living,” he says. 

He also points out Sabah’s achievements speaks volume of Musa’s capability in helming the state and as such, he (Musa) should be given another opportunity to lead the state government. 

Buhthamam says the accumulation of more than RM3 billion in the state coffers, the RM4.088 billion state budget, the conversion of more than half a million hectares of land for issuance of communal titles were testimony to Musa’s ability to lead. 

“DPMM wants BN to continue administering this country because it has given everyone regardless of race and religion the opportunity to work, do business and have a better quality of life,” he says. 

Sabah Women’s Advisory Council (SWEPA) president Hanna Wong Abdullah meanwhile commends the BN government for increasing the opportunities for women. 

She says both the federal and state governments under BN have paved the way for women to have a stronger voice and to have more opportunities to showcase their skills and abilities in top decision-making positions. 

“This has led to more women contributing to our state and nation economically. We have done well because BN has led well,” she says. 

She says SWEPA’s existence will not be a reality if not for the foresight of the state government in embracing the importance of the role of women in the society and in contributing to the economy. 

She adds that SWEPA will be celebrating its 20th anniversary this year “and we have been working closely with the state government, especially the Chief Minister all this while”. 

“We are indeed grateful for his time and support when we organised the Wellness Journey Conference & Exhibition in . And in 2012, again the support was fantastic. 

“The topic was understood by Datuk Seri to be so important that the government sponsored 100 women from 20 women NGOs to attend that conference,” she reveals. 

Hanna says SWEPA therefore fully supports the BN and wants its good work to continue.

Musa Aman speaks of his aspiration, hope and goals..

1. Sabah has undergone tremendous changes over the last decade especially in its economic landscape. How would you describe Sabah now?

Alhamdulillah, Sabah is on the right track in its effort to develop the economy. Our economic growth has been very encouraging, and this has led to the creation of numerous business and investment opportunities as well as job openings for the people of Sabah.

On behalf of the State Government, I would like to thank the Prime Minister Datuk Seri Mohd Najib Tun Abdul Razak for introducing various programmes and policies to ensure that all levels of the community will benefit from the country's development.

To hasten the State's economic development, a blueprint or "halatuju" was introduced in 2004. In line with the "halatuju", the Sabah Development Corridor (SDC) was established in 2008 with the objective of further enhancing economic growth in Sabah. Alhamdulillah, the emphasis given to the agriculture, manufacturing and tourism sectors, as well as projects and programmes under the SDC initiatives, has brought about positive results.

Last year, Sabah recorded the highest amount of private sector investment among all the states totalling RM10 billion. Overall, total investments from domestic and foreign companies in Sabah since the launch of the SDC amounted to RM112.8 bilion.

I am also pleased to share that Federal Government led initiatives such as the Economic Transformation Programme (ETP) and the Government Transformation Programme (GTP) 2.0 are on track and are showing  the desired results. These programmes encompass diverse sectors of the economy and answer the aspirations of Malaysians while strengthening the Government's delivery system. The Sabah State Government is committed to these initiatives, and I wish to call on Malaysians in Sabah to support these programmes.

The Tenth Malaysia Plan and the Sabah Development Corridor (SDC) are progressing well with the overall aim of uplifting standards of living. Emphasis on vital infrastructure, such as roads and schools, are always on the agenda as we strive to bridge regional imbalances within Sabah. We are always open to listening to issues raised by the business and trade community in Sabah, and to work with them in finding solutions, some of which require consultations with the Federal Government.

In addition, the BN Government continues to look into the welfare of the people regardless of background. The Bantuan Rakyat 1Malaysia (BR1M) is now in its second phase, and the Government is also disbursing RM100 to school-going children for them to buy educational materials. It is unfortunate that some quarters are taking full advantage of the situation by criticising the Government for our efforts. We are sincere, and I wish to call all Malaysians in Sabah to disregard claims made by the Opposition over these type of aid programmes, and the range of projects that we plan for the rakyat. The Opposition is getting more desperate by the day, and will spew lies to discredit our hard work over the years. The BN Government has a proven track record, and investors continue to be drawn to our country to do business.

The State Government has always made sure that all segments of the community, including those in the interior, are not left out in our development programmes. The State Barisan Nasional government will continue to work hard to make Sabah a premier investment hub in the region.

2. Are you happy with the current pace of development and administration of the State?

In the context of development, I would say I am happy with what we have achieved. I am confident the State economy will continue to be robust and stable under the State BN Government which has proven its success in bringing about the desired development and progress for Sabah. 

You can see the pace of development in Sabah under the State BN administration. We have succeeded in developing the State rapidly. Billions of ringgit has been spent on infrastructure development such as roads, electricity and water supplies, health services and education in the State. This clearly shows the sincerity and commitment of our Prime Minister Datuk Seri Najib Tun Abdul Razak to fulfill the aspirations of the rakyat in Sabah.

In the State Government's effort to develop Sabah, we constantly remind ourselves about the importance and need to efficiently manage our resources. Public funds must be efficiently and prudently utilised. The State administration has been resolute in maintaining excellent in financial management.

I would like to state that the Auditor-General has declared Sabah as one of the States with the best record in financial management. Sabah has been recognised with the "Sijil Tanpa Teguran" (Clean Bill) over the last 12 consecutive years.

Besides that, RAM Rating Services Berhad has accredited Sabah with "AAA" (Triple A) rating over the last four years. It is also worth noting that Moody International has certified Sabah with the MS-ISO 9001-2008 for its budget process and management for four years in a row since 2009.

3. Since you assumed the Chief Ministership, what has been your priority in the development of Sabah?

As Chief Minister, it is my duty and responsibility to develop the State in all aspects. If I am asked what has been my main focus, it is poverty eradication and education development.

I am happy that the poverty level in Sabah has drastically decreased from 19.7 per cent in 2009 to 8.1 per cent last year. It is a significant drop and the highest recorded in the country. This is a major success in the context of poverty eradication in Malaysia.

Overall, poverty rate in the rural areas recorded a decline from 32.8 per cent in 2009 to 12.9 per cent in 2012. This is an achievement we can be proud of. In Sabah, we have introduced and implemented various programmes to assist the low-income group and the poor to have a steady and consistent source of income under a concerted effort to eventually eradicate poverty in Sabah.

The programmes, among others, include the 1AZAM, Agropolitan, "Mini Estet Sejahtera" or MESEJ, assistance for livestock breeders, farmers and fishermen, and Micro-Credit, a credit facility for small time traders and entrepreneurs. Besides that, the State Government has also introduces the issuance of "communal title" to ensure that the lands are not sold but inherited by the generations to come.

Under the communal title initiative, the land is developed on a commercial basis with relevant agencies to generate profit for the benefit of the local people.

In the field of education, I must say that knowledge is key in our effort to develop the State. The development of quality human capital is crucial for the younger generation. With good education, we would be able to improve ourselves and contribute to the development of the State. It is for this reason that we have established the Education Hub in Sandakan.

4. Sabah has been acknowledged as one of the leading tourist destinations in the region, and is known for its unique tourism products. How would you describe and rate tourism in Sabah since you assumed the Chief Ministership?

In 2007, the State's tourism sector generated RM4.62 billion in tourist receipts. For this year, we have set a target of 3.105 million tourist arrivals that would generate an estimated RM5.51 billion in revenue. We are thankful because Sabah is endowed with natural beauty such as Mount Kinabalu, Maliau Basin and Sipadan island. We are also blessed with a multi-racial society with diverse cultures and traditions.

Recently, we were awakened by the intrusion in Lahad Datu. However, I believe it is an isolated incident and I am confident the tourism sector in Sabah will continue to make significant contribution to the State's economic growth and generate business and employment opportunities for the people.

5. The current State Government is known as caring and responsible Government which gives priority to the protection and conservation of its diverse flora and fauna. How has Sabah managed to ensure a balance between the need for the development and the protection and conservation of the environment?

The State Government takes pride in having the best forest management in Malaysia as evident from the large tracts of totally protected areas. The State Government has initiated large scale forest restoration and conservation efforts in the interest of not just the current but also the future generations.

In our effort to develop the State, we are mindful about the need to maintain a balance between the need for development and protection of our natural environment. For this reason, the State Government has introduced and Enactment to protect the Kota Kinabalu waterfront and ensure that no reclamation will be allowed along the coastal area from Likas Bay to Tanjung Aru.

However, we must also take into account our overall development requirement. As such, we will continue to encourage investors to set up ventures in Sabah in the hope of creating more employment opportunities for the local people so as to improve their well-being.

6. How would you describe the ties and unity among the State's multi-racial society?

We in Sabah value unity among the various communities. We see ourselves as one big family. Although the people are from different religious and racial background, we do not have a problem among ourselves. The high-level of mutual respect among us has enabled us to live in peace and harmony.

Although we have more than 32 ethnic groups in Sabah, the people have remained united, holding fast to the spirit of mutual trust and respect. Sabah is indeed a fine example of the 1Malaysia concept espoused by the Prime Minister.

7. In the political aspect, what is your view of the current political situation in Sabah?

For Sabah, I am optimistic and confident that the State BN is strong and stable. Based on our track record, I am happy that Sabah has gained international recognition from globally-known bodies, including independent ones, in the aspect of financial management, forest protection and conservation, and excellence in the civil service. I believe with our track record, the BN will once again be returned to power in Sabah.

8. How is the preparation of Sabah UMNO and its partners in the State BN for the 13th general election?

We have and will continue to strengthen our party machinery to ensure that we are in a strong position to face the general election. The State BN is fielding winnable candidates for the election. Our candidates possess good track record and reputation. We are ready to face the election anytime it is held.

I have always reminded BN's elected representatives to constantly listen to the sentiments of the people, fulfill their needs and solve problems they faced. I would like to emphasise that as one big family in the State BN, we must continue to enhance our unity, understanding and cooperation in order for us to form a formidable force in our quest to continue championing the cause of the people and bring development in the State to the highest level.

9. Are there any other issues which could be a challenge to the State Government?

One of the things that has been occupying my mind is the erratic global economy and the pursuit towards a developed nation. Some of the problems and challenges are beyond our control. As such, we will continue to work hard to weather whatever challenges that come our way in our pursuit to become a developed nation by the year 2020.

I am also concerned with elements that threatens our peace and harmony. This is a real challenge for a country with diverse races and religions. We do not want any quarters to disturb the prevailing peace and harmony for their personal interest.

I would like to emphasise that the Government's move to set up the Royal Commission of Inquire (RCI) on the illegal immigrants problem in Sabah is proof of the sincerity and transparency of the BN Government to deal with the issue.

On the incident in Lahad Datu, the situation is under control. Our security forces have carried out their task with success. We must not belittle the sacrifice of members of the security forces to ensure our security and to protect our country's sovereignty.

I would like to assure that the BN Government will continue to give its utmost best to overcome whatever issues that could pose a potential threat to our State. We must bear in mind that we will not be able to maintain sustainable development if we live in a chaotic environment.

10. What is your vision for Sabah?

I would like to see all the basic needs of Malaysians in Sabah filfilled one day in the future. In the economic front, I am confident our company will continue to be robust and grow to a higher level, thus allowing us to introduce and implement more programmes and development to further improve the livelihood of the rakyat. I would also like to see Sabah remain conducive for economic development as it is a catalyst to propel the State to greater heights in all fields.

• Initiatif Pengeluaran Tanah Terancang (Geran Komunal) melalui landasan pantas dengan meminda Seksyen 76 Ordinan Tanah Sabah bagi melindungi hak anak negeri terhadap Tanah Adat Anak Negeri (NCR) seperti diwartakan pada Desember 2009.

PENGURUSAN HUTAN DAN ALAM SEKITAR

• Mewujudkan perlindungan sepenuhnya kawasan Hutan Simpan (TPAS) meliputi kawasan seluas 1.3 juta hektar atau 20 peratus daripada keseluruhan tanah di Sabah yang melebihi piawaian 10 peratus seperti dikehendaki Pertubuhan Antarabangsa untuk Pemeliharaan Alam Semulajadi (IUCN).

PENDATANG TANPA IZIN

• Menubuhan Suruhanjaya Siasatan Diraja (RCI) mengenai pendatang tanpa izin dan menunggu hasil siasatan.

MENAMBAH SAMBUNGAN BEKALAN AIR, ELEKTRIK, JALAN DAN PENGANGKUTAN

• Membina 5,370 kilometer jalan berturap setakat ini.
• Menambah bekalan air bersih kepada 385,821 rumah di seluruh negeri.
• Memperluaskan penyediaan bekalan elektrik kepada 486,485 rumah di seluruh Sabah.

BANTUAN KEPADA SEKOLAH VERNAKULAR

• Peruntukan RM10 juta dalam bentuk pertolongan dan bantuan kepada sekolah vernakular menerusi RMKe-10.
• Peruntukan RM19.4 juta untuk sekolah mubaligh di bawah RMKe-10.

SOKONGAN KEWANGAN KEPADA BADAN AGAMA

• Bantuan RM168 juta kepada badan agama bukan Islam dari 2004 hingga 2012.

Sabah In Good Hand Under BN

Effective and strict financial management under the Sabah Barisan Nasional Government have resulted in a significant increase in the State's annual budget over the last five years.

This year's whopping RM4.088 billion State budget, the largest ever in Sabah's history, was nearly doubled when compared to the RM 2.3 billion budget for the year 2008.

The people of Sabah have every reason to rejoice with the big budget, as it means more development programmes would be implemented for their benefit.

Most importantly is the proven capability of the state Government, under the able leadership of Chief Minister Datuk Seri Panglima Musa Aman to efficiently and prudently manage its finances and resources.

Sabah has been among the top states that have achieved sound financial management, with giving it a clean bill by the Auditor-General for the last 11 consecutive years.

The state also received the highest rating of "AAA" by RAM Rating Services for the last three years for its strong fiscal position as a result of a series of surpluses and accumulation of strong reserves.

It has also obtained ISO certification from Moody International for efficiency and proper state budget management for three consecutive years. It must also be noted that the auditor-general's report for this year showed several actual figures that reflected the state's excellent financial achievements.

Among them was that the state reserves had exceeded RM3 billion, its revenue surpassing RM4 billion, actual surplus amounting to RM 730 million, development expenditure at RM1.17 billion and it has no arrears on federal loans.

Musa, when tabling the budget at the State Assembly on Nov 18, expressed confidence in the ability of the State to deliver the RM4.088 billion budget, although its forecast revenue for this year is only RM3.6 billion. His optimism was based on the state's strong financial position and consistent actual surpluses, especially this year, where it recorded a surplus of RM730 million.

Musa, who is also State Financial Minister, said that Sabah's revised revenue for this year was about RM3.8 billion, an increase of more than RM1 billion or 39 per cent compared to the original estimate of RM2.4 billion.

Agenda Borneo menentang Agenda Semenanjung, akhirnya BN kekal memerintah Sabah

Bekas ketua menteri Sabah Datuk Seri Salleh Said Keruak melahirkan keyakinan bahawa walaupun parti-parti komponen BN negeri -- PBS (Parti Bersatu Sabah), LDP (Parti Demokratik Liberal, UPKO (Pertubuhan Pasokmomogun Kadazandusun Murut Bersatu), PBRS (Parti Bersatu Rakyat Sabah) MCA dan Gerakan berkemungkinan berdepan cabaran sengit dengan pembangkang di sesetengah kawasan, BN akan memenangi pilihan raya negeri Sabah, dengan "UMNO dijangka mengekalkan kesemua 32 kerusi yang disandangnya". 

Menurut Salleh, seorang saintis politik yang terkenal, keyakinannya berdasarkan beberapa faktor termasuk kegagalan pembangkang di Sabah membentuk pakatan yang kuat dan ketiadaan seorang pemimpin Cina yang kuat dalam pembangkang.

Salleh mendapati bahawa Parti Keadilan Rakyat (PKR) juga kekurangan pemimpin Kadazandusun yang berwibawa dan "tiada pemimpin Bumiputera-Islam berwibawa bagi menguatkan sokongan orang Islam dalam PKR".

Selain Pakatan Rakyat (Parti Keadilan Rakyat, Pas dan DAP), terdapat dua parti pembangkang iaitu SAPP (Parti Maju Sabah) yang berpangkalan di Sabah dan Parti Reformasi Negeri Sabah yang berpangkalan di Sarawak (Star), dan buat masa ini, ia kelihatan Pakatan Rakyat dan SAPP atau Star akan berbalah antara satu sama lain daripada satu lawan satu ke atas parti gabungan yang memerintah pada pilihan raya umum akan datang.

Katanya pada masa ini 25 kerusi Parlimen dan 60 kerusi Dewan Undangan Negeri (DUN) dipertaruhkan di Sabah, daripada 25 kerusi Parlimen itu 20 daripadanya disandang BN dengan lima lagi oleh pembangkang.

Salleh berkata daripada 25 kerusi Parlimen itu, 11 daripadanya adalah majoriti Bumiputera-Islam, lapan kerusi Kadazandusun Murut (KDM), masing-masing dua Cina dan empat kerusi bercampur manakala daripada 60 kerusi DUN itu, 31 daripadanya adalah majoriti Bumiputera-Islam, 17 majoriti KDM, lapan majoriti Cina dan empat kerusi bercampur.

Semasa pilihan raya umum 2008, BN Sabah hampir menyapu bersih dengan memenangi 59 daripada 60 DUN dan 24 daripada 25 kerusi Parlimen yang dipertandingkan. Bagaimanapun, SAPP meninggalkan BN pada 17 Sept, 2008. 

Mengenai penubuhan Suruhanjaya Siasatan Diraja (RCI) mengenai pendatang tanpa izin, yang amat dinanti-nantikan itu, yang diterima baik pemimpin politik dan orang ramai di Sabah, beliau menyifatkannya sebagai satu langkah di landasan yang betul yang melambangkan betapa seriusnya kerajaan Persekutuan menangani masalah yang tidak berkesudahan itu.

Sambil melahirkan rasa optimis berhubung peluang BN pada pilihan raya umum, Salleh berkata pembangkang di Sabah nampaknya akan menjadi "organisasi dengan struktur yang lemah" seperti yang dibuktikan daripada kegagalan mereka membentuk satu pasukan yang bersatu padu untuk mengalahkan jentera gergasi BN.

“Agenda Semenanjung” menentang “Agenda Borneo” telah menambah permusuhan antara Pakatan Rakyat dan Barisan Borneo Bersatu (UBF)," katanya. 

Salleh menegaskan bahawa sokongan masyarakat Kadazandusun Murut (KDM) dengan Tan Sri Joseph Pairin Kitingan yang berkarisma kekal utuh dengan begitu ramai orang menjauhi pengerusi Star cawangan Sabah Datuk Dr Jeffrey Kitingan yang melaung-laungkan perjuangan “Sabah untuk Rakyat Sabah”. 

"Sikap perpaduan yang ditunjukkan Pairin, Tan Sri Joseph Kurup (PBRS) dan Bernard Dompok (UPKO) baru-baru ini adalah simbol isyarat bahawa semua pemimpin Kadazandusun bersedia untuk mengetepikan perbezaan masing-masing bagi memastikan kemenangan besar buat BN," katanya sambil menambah bahawa pembangkang gagal untuk menunjukkan bahawa ia adalah sebuah parti alternatif kepada BN di Sabah. - SSK

Economist Intelligence Unit: Barisan Nasional akan menang besar PRU-13

Economist Intelligence Unit (EIU), sebahagian daripada majalah terkenal berpangkalan di London, The Economist, meramalkan Barisan Nasional (BN) akan memenangi pilihan raya umum ke-13 (PRU-13) berdasarkan kepada rekod pencapaiannya yang baik, agenda pembaharuan Perdana Menteri Datuk Seri Najib Razak serta kepimpinan ekonomi beliau yang berjaya. 

Bagi pemerhati antarabangsa, keputusan pilihan raya akan datang sudah jelas, bahawa BN akan menang, kata EIU. Ia berkata pembangkang Pakatan Rakyat telah membuat 'janji lumayan' untuk mendapatkan kuasa, dan ini merupakan penghalang yang besar. 

Berdasarkan semua ini, Pakatan Rakyat berada jauh ketinggalan, menyebabkan EIU meramalkan BN akan menjadi 'pemenang'. EIU, pemikir yang menyediakan analisis risiko, industri dan negara berkala, berkata 'adalah jelas tidak sesuai' bagi Pakatan untuk melaksanakan semua janji kempennya. 

"Sebagai contoh, menyediakan pendidikan menengah percuma akan menyebabkan kerajaan berbelanja RM43 bilion, dengan memansuhkan duti kereta akan mengurangkan perolehan cukai sebanyak RM4.6 bilion setahun," katanya. 

Menurut EIU, Pakatan Rakyat telah memungkiri banyak janjinya sebelum ini, termasuk bantuan kewangan bagi pendidikan pra-sekolah, penuntut universiti, warga emas dan orang kelainan upaya; penjagaan kesihatan percuma bagi mereka yang berumur lebih 65 tahun; cukai hartanah yang lebih rendah dan bantuan untuk pembeli rumah. 

Bagi semua perkara ini, populisme Pakatan kekal tidak mempunyai hasil yang praktikal. Di Selangor, misalnya, BN mendakwa bahawa Pakatan Rakyat melaksanakan hanya 15 peratus daripada 31 janji pilihan raya, bernilai RM2.4 bilion yang dibuat dalam manifesto pada 2008. "Menteri Besar Selangor (Tan Sri Abdul) Khalid Ibrahim mengulas bahawa manifesto bukan janji tetapi mengakui bahawa pengundi mungkin berfikir sebaliknya," kata EIU. 

Bandingkannya dengan rekod kejayaan BN dalam memenuhi janji-janjinya, dan anda mempunyai perbezaan yang jelas dalam pendekatan. Sebagai contoh, Najib telah menjanjikan Pulau Pinang dengan 20,000 rumah mampu milik dan monorel untuk mengurangkan kesesakan lalu lintas, dan jika BN berkuasa di negeri itu, pengundi boleh yakin rancangan ini akan dilaksanakan. 

Satu lagi sebab utama kelebihan bagi parti pemerintah ialah pertumbuhan 5.2 peratus yang negara ini nikmati di bawah kepimpinan Najib, bersama-sama dengan peningkatan dalam pelaburan domestik dan asing. 

Dan selain itu, pendapatan per kapita mencecah US$9,700 daripada US$7,500 pada tahun 2010. EIU bersetuju dengan trajektori menaik: "Berikutan pengembangan anggaran daripada 5.2 peratus pada tahun 2012, kami menjangka KDNK berkembang pada kadar yang sama semasa tempoh ramalan 2013-17." 

Angka pertumbuhan yang diumumkan semalam oleh Jabatan Perangkaan menunjukkan bahawa ekonomi berkembang kepada 6.4 peratus pertumbuhan pada suku terakhir 2012 dan menyokong pertumbuhan tahun penuh untuk berkembang sebanyak 5.6 peratus daripada 5.1 peratus tahun sebelumnya. 

Berlatarbelakangkan keadaan sedemikian, EIU berkata: "Jelas bahawa adalah sukar untuk Pakatan yang kini cuba membariskan satu pembangkang yang bersatu antara pemimpinnya yang sering bertengkar sejurus sebelum PRU-13". - TMI

Kejutan untuk Lajim Ukin sempena lawatan Najib ke Beaufort

LEBIH 50,000 PENDUDUK SAMBUT NAJIB DI BEAUFORT

BEAUFORT: Datuk Seri Najib Razak tiba di padang pekan Beaufort di sini, pagi ini, pada Majlis Pemimpin Bersama Rakyat.

Perdana Menteri yang ditemani isteri, Datin Seri Rosmah Mansor dan Ketua Menteri, Datuk Seri Musa Aman tiba jam 9.45 pagi. 

Program di sini adalah sebahagian daripada sesi lawatan Perdana Menteri di Sabah, selain bakal menghadiri program yang sama di Papar pada tengah hari ini dan di Tuaran pada sebelah petang. 

Kehadiran Perdana Menteri disambut pemimpin Barisan Nasional Sabah dan kira-kira 50,000 anggota masyarakat dari daerah ini, Sipitang dan Tenom. - BH

TERIMA KASIH PM..

"TERIMA KASIH PM kerana datang menjenguk kami di Beaufort"... Itulah antara luahan rasa terima kasih masyarakat Beaufort di atas kehadiran PM ke Beaufort sebentar tadi bermula jam 9.30 pagi hingga jam 11.15 pagi (14.2.2013). Walaupun masyarakat Beaufort tidak melafazkan rasa terima kasih tersebut terus kepada PM tetapi mereka bersyukur kerana kunjungan tersebut memberikan seribu makna kepada mereka.

Lawatan yang singkat tersebut walaupun hanya 2 jam, masyarakat dapat mendengar sendiri ucapan dan keprihatinan PM terhadap rakyat Sabah khususnya di Daerah Beaufort. Kehadiran masyarakat Beaufort termasuk dari kawasan Parlimen Sipitang dan Parlimen Kimanis yang dianggarkan seramai 15,000 orang itu menunjukkan betapa rakyat tetap sayang kepada parti BN.

Bagi masyarakat yang hadir, ada yang meluahkan rasa muak sudah dengan karenah Datuk Lajim Ukin yang banyak menipu mereka selama ini dengan janji-janji kosong hasil suapan daripada Anwar Ibrahim. Bagi mereka Lajim tetap di kenang atas jasanya tetapi perjuangan Lajim tidak mereka iktiraf kerana sudah menderhaka kepada rakyat di Parlimen Beaufort.

Mereka juga menyatakan bahawa walaupun pada peringkat permulaan mereka rasa sangsi untuk hadir ke program berkenaan kerana bimbang tiada berita baik akan diumumkan tetapi sangkaan mereka merosot apabila masyarakat Beaufort mendapat durian runtuh kerana PM telah mengumumkan projek loji air berjumlah RM226 juta di buat di Beaufort.

Menurut En. Amat Bin Sinyur, 50 tahun dari kampung Tedong, Kuala Penyu,... "Saya rasa bertuah kerana dapat melihat sendiri PM berucap dan mengumumkan projek loji air untuk menyelesaikan masalah air di Kuala Penyu."

Bagi En. Durry Bin Impoh, 39 tahun dari Menumbok pula, kehadiran orang ramai yang memenuhi khemah semasa program tersebut menunjukkan rakyat Beaufort tetap menyokong BN. "Ini kalilah....habis la Lajim", tambahnya lagi.

En. Paulus Bin Jukin, 40 tahun dari kampung Takuli Beaufort, menyatakan, "....masyarakat Beaufort tahu bha sepa itu Datuk Lajim. Kuat sangat ka dia itu mau lawan tauke?" - SDP

ORANG SABAH KATA "TATAP BN"!

Jika situasi sebegini berterusan, kebarangkalian bahawa DSP Lajim akan kembali ke pangkuan BN itu adalah suatu yang pasti. Cuma sukar untuk digambarkan, samada DSP Lajim akan kembali ke panguan BN dalam situasi beliau masih bergelar YB Parlimen yang melompat BN ataupun sebaliknya. Perlu diingat oleh semua, DSP Lajim masih merupakan ahli UMNO (Sila perbetulakan jika fakta salah) dan situasi ini sebenarnya amat ditakuti oleh DSAI.

Antara amanat PM kepada seluruh masyarakat Papar termasuklah: 

1. Beluiau menyeru agar rakyat terus memberi sokongan padu kepada calon-calon Barisan Nasional (BN) yang akan bertanding pada PRU13 nanti. 

2. Produk 1Malaysia akan diteruskan pada masa akan datang jika BN masih diberi mandat oleh rakyat bagi mentadbir negara. 

3. Beliau juga mengingatkan kepada seluruh masyarakat Papar Khasnya dan di seluruh negara amnya agar tidak terpedaya dengan dakyah dan janji-janji manis pembangkang, kerana sememangnya pembangkang hanya pandai berjanji dan payah untuk melunaskannya. 

4. Sabah maju dibawah pentadbiran kerajaan Barisan Nasional (BN) dan kesinambungan pembangunan ini akan diteruskan dari semasa ke semasa. 

5. PM Mengumumkan bahawa, Jalan raya daripada Papar ke Lok Kawi akan dibesarkan. 

Dengar-dengar Jimmy Palikat juga turut sama hadir dan menghiburkan hadirin seterusnya memeriahkan lagi Majlis tersebut. - DKM

LAWATAN NAJIB TIUP SEMANGAT JENTERA BN SABAH

Menurut maklum balas daripada hadirian, Najib di sambut kira-kira 20 ribu rakyat di Beaufort manakala di Papar lebih 20 ribu, di Tuaran pula yang mempunyai pengundi 40 ribu yang berlangsung pentang ini, dijangka lebih 30 ribu rakyat akan menyambut kehadiaran Perdana Menteri. 

Berasaskan kehadiran rakyat di kedua kawasan Parlimen itu, nampaknya pembangkang akan berputih mata untuk mempertahankan Parlimen Beaufort dan mencoba merampas Parlimen Papar, kerana kedua-dua kawasan itu masing-masing mempunyai jumlah pengundi hampir 27 ribu dan 33 ribu. 

Semalam Ketua Menteri Sabah Datuk Musa Aman menzahirkan bahawa Bn Sabah akan dapat mempertahankan tiga kawasan itu pada PRU-13 akan datang memandangkan maklum balas daripada akar umbi. 

Lawatan Najib ke Beaufort, sekaligus menutup isu pembangkang, kononnya tidak mampu mengatasi masalah air kawasan itu. Najib mengumumkan peruntukan lebih RM226 juta untuk membina loji air baru bagi Beaufort. Selain itu, Perdana Menteri juga mengumumkan pembinaan Kolej islam bagi kawasan itu. - Suara Rakyat

Ceramah DAP hanya dihadiri ratusan kerusi

Halimunan?

Biarkan gambar berbicara segala apa yang berlaku. Begitulah nasib malang yang menimpa program anjuran DAP Kota Kinabalu yang dikendalikan oleh Juice Wong. Menurut sumber, program ini mendapat publisiti meluas tidak hanya di media alternatif, bahkan juga media cetak. 

Pada mulanya penganjur mengandaikan program tersebut bakal dihadiri oleh lebih daripada 500 orang, berdasarkan sambutan memberangsangkan pada sesi wacana "The Cries Of Sabah" 24.01.2013. Namun, harapan hanya tinggal harapan, bila mana program tersebut hanya dihadiri kurang daripada 100 orang. Malah ada yang menjangkakan kehadiran peserta pada program tersebut sekitar 50 orang. Walau apa juga andaian yang diletakkan, keseluruhannya program tersebut gagal mencapai sasaran seperti mana yang diharapkan. - DKM

Pergh!! rajin sangat bro DKM turun padang memerhati dan mengikuti perkembangan setiap kempen anjuran Pakatan Rakyat di Sabah. 

Syabas bro, sekurang-kurangnya rakyat Sabah tahu bahawa Pakatan bukan pilihan yang paling tepat untuk rakyat Sabah. Betullah kata DKM bahawa rakyat Sabah juga sudah muak dengan skrip politik Pakatan yang berulang-ulang, bersifat fitnah, bukan berdasarkan realiti serta sarat dengan pembohongan dan putar-belit. Jika ada pihak yang bertanya, "apakah benar Pakatan Rakyat mampu membawa tsunami politik pada PRU-13 nanti?", jawapannya ada pada gambar di atas.

Trend pengundi di Pulau Pinang dan Sarawak tidak sama dengan trend pengundi di Sabah. Jika Pulau Pinang boleh jatuh ke tangan DAP, dan jika PRN Sarawak boleh membuatkan Lim Kit Siang senyum sampai ke telinga, jangan harap perkara yang sama boleh berlaku di Sabah. 

Rata-rata rakyat Sabah berpuas-hati dengan pentadbiran kerajaan negeri pimpinan Datuk Seri Musa Aman. Malah, prestasi LDP yang mewakili kaum cina di negeri ini juga sangat baik berbanding dengan DAP Pulau Pinang yang banyak memperlihatkan sikap diskriminasi terhadap kaum lain.

Syabas kepada rakyat Sabah yang tidak menghadiri mana-mana kempen Pakatan Rakyat di negeri ini, dan kepada mereka yang masih terlopong mendengar tipu-helah pemimpin-pemimpin Pakatan, Bullet nasihatkan Kembali Lah Ke Pangkal Jalan!!..
